The Arklay approaches require silent reconnaissance capability. The industrial perimeter requires sustained pursuit performance without acoustic signature. And frankly, officers — the current fleet of combustion pursuit vehicles will not survive contact with the incidents this department is being quietly briefed to expect. I will say no more on that point in this document.
